ALL4’s: Is That Your Final Answer?

Last Month’s Answer and Winner:

It is mid-winter in Wisconsin and what do you do to pass the time, you figure out the answer to the January 2012 “Is That Your Final Answer” question.  So congratulations to a frequent respondent, Steve List of NewPage, who determined the answer to our January question. As you may recall, we asked how far, on a clear day, a sailor perched 25 feet up in the crow’s nest would perceive the horizon to be?  The answer is approximately  6 miles and excludes the effect of light refraction and temperature inversions, which tend to increase the distance.  The approximate distance in miles is calculated using the formula 1.23 times the square root of the height above ground (in feet) and can be calculated using a little trigonometry and geometry.  Congratulations to Steve and thanks to Wade, Priscilla, Charles, and Philip for providing responses.

Question:

If you are reading the February 2012 edition of 4 The Record on its day of issuance, you are reading it on a leap day, that one day every four years that gets added at the end of February.  By adding on an extra day every four years, we keep the months aligned with the seasons.  But there is a caveat related to the use of a leap day and this caveat restricts the addition of a leap day in certain instances.  To be the winner of the February “Is That Your Final Answer” question, either provide the caveat that is used to restrict the use of a leap year or select the correct year(s) from the following list that did not include a leap day: 1700, 1800, 1900, and 2000.
