ALL4 is happy to announce the acquisition of VCS Environmental.

VCS Environmental, now ALL4’s San Juan Capistrano (SJC) office in California, is a full-service environmental consulting team supporting public agencies and private clients with environmental planning and compliance—with specialties in CEQA/NEPA, biological resources, regulatory permitting and agency coordination, and cultural resources. They help clients navigate complex environmental requirements, reduce project risk, and keep schedules on track through practical, solutions-oriented support.

Key services VCS Environmental provides include:

  • CEQA/NEPA documentation and compliance support – including evaluation of a local/lead agency’s environmental review requirements, conducting impact analyses, identifying appropriate practicable mitigation, document preparation, including the preparation of NEPA Categorical Exclusions and Environmental Assessments, and processing with all appropriate noticing, meetings, and hearings.
  • Biological resources services, including biological studies, mapping, surveys, and technical reporting, including sensitive species and habitat assessments. SJC also provides biological monitoring during construction, habitat restoration, and mitigation implementation.
  • Regulatory permitting and agency coordination, including wetlands delineations, U.S. Army Corps of Engineers Section 404 and 408 Permitting, and U.S. Fish and Wildlife Service Section 7 and 10 endangered species surveys, permitting, and mitigation/restoration.
  • Cultural resources services, including cultural resource studies (archaeological and paleontological) pursuant to state historic preservation and federal Section 106 documentation and evaluation, and support to local agencies for tribal consultation as needed.  SJC also provides cultural monitoring during construction.
  • Due Diligence advocacy-style consulting, helping clients identify the best path forward while minimizing risk and liability when evaluating greenfield sites.  This includes identifying habitat issues, wetlands issues, cultural issues and local entitlement issues for a site as well as for offsite utility and/or road connections required for a project.
