Air Quality Permitting & Noise Considerations for Data Centers and Power Generation in Texas

Date & Time

October 6, 2026-October 7, 2026
8:00 am-5:00 pm

Event Type

Join ALL4 in Dallas, Texas, for an intensive one-day workshop on air quality permitting and noise considerations for data centers, with an optional Day 2 add-on focused on power generation permitting.

Workshop Overview

As data centers and power generation facilities continue to expand across Texas, navigating the state’s air quality permitting landscape and managing noise impacts has become increasingly complex. This two-day workshop, led by ALL4 environmental permitting experts, equips environmental professionals, project developers, and site selection teams with the foundational knowledge and practical tools needed to successfully permit greenfield facilities in Texas.

Day 1 provides a comprehensive grounding in federal and state air quality frameworks, Clean Air Act basics, noise fundamentals, and Texas-specific permitting pathways for data centers — including emissions source identification, permit by rule, NSR, and PSD applicability. The evening of Day 1 concludes with a hosted dinner.

Day 2 is an add-on session focused on power generation permitting in Texas, covering TCEQ standard permits, NSR, and PSD processes for gas reciprocating engines, turbines, and onsite generation/microgrid configurations. Day 2 is designed for teams whose projects include onsite generation or are evaluating grid-edge power solutions.

Who Should Attend

This workshop is limited to ALL4 clients and qualified prospective clients. All registrations are subject to review and approval by ALL4, and ALL4 reserves the right to decline or cancel registrations that do not meet the event’s eligibility requirements.

Relevant roles and teams include:

  • Environmental managers and permitting leads at data center developers and operators
  • Site selection and real estate teams evaluating Texas greenfield opportunities
  • Power generation project developers and EPC contractors
  • Legal and compliance professionals supporting facility development
  • In-house engineers and technical professionals involved in data center or power generation projects

Continuing Education

Participants may be eligible to earn up to 8 continuing education contact hours for Day 1 and up to 13 continuing education contact hours for attending both days. Certificates of completion will be provided. Attendees are responsible for confirming that the workshop satisfies the continuing education requirements of their applicable PE, CSP, CIH, or CHMM credentialing organization.

Registration

Space is limited. Reserve your spot today for this interactive workshop designed for environmental, permitting, compliance, legal, engineering, and development professionals supporting data center and power generation projects.

Agenda:

Day 1 — Air Quality & Noise Fundamentals + Texas Data Center Permitting

Day 1 includes lunch and concludes with a complimentary hosted dinner for all registered attendees. The dinner will provide an informal opportunity to continue the day’s discussions and connect with other attendees and ALL4 presenters. Dinner venue details will be announced.

Morning Session | Foundations of Air Quality and Noise (8:00 AM – 12:00 PM)
This session establishes the federal and state regulatory foundation participants will use throughout the workshop. It introduces the core air quality and noise concepts that influence site selection, facility design, permitting strategy, and long-term compliance planning. Topics include:

  • Clean Air Act Overview
  • Attainment & Nonattainment
  • NSPS Subparts: IIII, JJJJ, KKKKa, & TTTTa
  • Air Dispersion Modeling Basics
  • Noise Fundamentals

Afternoon Session | Texas Air Quality Permitting for Data Centers (1:00 – 3:30 PM)
This session focuses on the practical application of Texas air permitting requirements to data center development. Participants will explore common emissions sources, available permitting pathways, and the factors that can affect project scope, timing, and regulatory strategy. Topics include:

  • Data Center Emissions Sources
  • Permit by Rule (PBR)
  • NSR & PSD Applicability
  • Permitting Case Studies

Afternoon Session (cont.) | Noise Considerations for Data Centers (3:30 – 5:30 PM)
This session examines the primary noise sources associated with data center construction and operations, along with the assessment and mitigation approaches that can help manage impacts at nearby properties and sensitive receptors. Topics include:

  • Data Center Noise Sources
  • Noise Propagation & Assessment Methods
  • Noise Mitigation Strategies
  • Texas Noise Regulations & Community Considerations

Day 2 (Add-On) — Power Generation Permitting in Texas

Registration for Day 2 is available exclusively to Day 1 attendees at an additional cost of $400. This optional session is designed for teams evaluating onsite generation, microgrids, or large-scale backup generation. Lunch will be on your own.

Morning Session | Power Generation Permitting in Texas (8:00 AM – 12:00 PM)
This session addresses the air permitting considerations unique to power generation projects in Texas. Participants will review common equipment configurations, available permitting mechanisms, and the regulatory issues that can shape development schedules and overall project strategy. Topics include:

  • Power Generation Emissions Sources
  • TCEQ Standard Permit
  • NSR for Power Generation
  • PSD for Power Generation
  • Microgrid & Onsite Generation Considerations

Afternoon Session | Noise Considerations for Power Generation (1:00 – 2:30 PM)
